Section 16 Public Input:
There will be a town meeting at the Edgewood Community Center from 10 A.M. to 12:00 Noon on Saturday August 3, 2013. I confirmed the information with the Town Clerk this afternoon. This is your chance to let the State Land Office know what you'd like to see included in the updated master plan.

I've edited one of yesterday's posts to add information. In 2002, Mr. Paul Cassidy's report to the Edgewood governing body included discussions of a variety of funding alternatives including General Obligation Bonds, Gross Receipts Tax Bonds, Utility Revenue Bonds, Public Improvement Districts, and Special Assessment Districts. I have a PDF version of the 2002 report but decided against posting a link to it on the Portal because the information on town revenues is outdated. I do have permission to share the information and will email the file on request, but expect that Mr. Cassidy will have a new report with current financial information at the August 7 council meeting.

The Town of Edgewood Governing Body has scheduled a Public Hearing during their Regular Council Meeting of August 21, 2013 at 6:30 P.M. at the Edgewood Community Center, #27 E. Frontage Road.
APPEAL OF THE PLANNING & ZONING COMMISSION DENIAL OF SUBDIVISION APPROVALS, TRACT 6 LANDS OF Padilla 245 Entranosa Road, CREATING 2 LOTS FROM 34.7 ACRES, ZONED R-1 LOCATED at 245 Entranosa Road.

The wording of the public notice clearly states that it is an appeal of a decision made by planning and zoning, while the future agenda item listed on the Council's latest preliminary agenda refers to a plat application for the same property.

What does not appear on the preliminary council agenda:
It appears that there is an effort underway to save paper by condensing the council agendas to a single page which is a laudable effort. The process seems to have resulted in less information appearing on the agenda. However, if the town continues its somewhat tentative resumption of posting packet information on the town website this should not be a problem. In the meantime, I've collected several links which I hope will provide useful background information.

After first replying that the documents I'd requested are not available in electronic format, the town clerk did provide the following three documents via email attachment:
- The Findings of Fact approved by the Commission;
- The appeal of the Commission's decision;
- The submission of a request to the Council for a preliminary/final plat approval.

Meeting Packet page has been updated:
After several months with no updates to the old Town website, and a tentative beginning at the new one, it appears that the Town has resumed publishing information I'd been providing in council packets and commission packets.

Approval to Submit the 2013-2014 Final Budget to the Department of Finance and Administration by Adoption of Resolution No. 2013-13.
The budget request recapitulation form which gives a general idea of where the town wants to spend money for FY 2013-14 was uploaded to the Town website this morning.

Campbell Ranch page updates:
The timeline on the page devoted to the Campbell Ranch Master Plan is current through June 16, 2010. That is the most recent date, of which I am aware, that an agenda item pertaining to the Campbell plan has been heard by the Town.
Update on the request for the Cashatt documents:
I requested the following information in electronic format from the Town Clerk on July 12, 2013:
Since I am not interested in paying for or participating in the generation of more paper when the Town has the ability to create and store documents electronically, I intend to wait for the information to be posted in the Council packets if/when a public hearing on the appeal is scheduled. A call for a public hearing appears on tomorrow's Council agenda.
Further Update added on 11/05/2013: A link is added here for the Cashatt appeal documents. The Clerk ultimately provided the information via email, and the documents I'd requested were uploaded to the Public Hearings folder on July 26, 2013. The appeal was scheduled for public hearing before the Council on August 21, 2013, but it was announced at the beginning of the meeting that the application had been withdrawn. An application containing a re-drawn plat which sidestepped difficulties with the private roadway was approved by P&Z on October 15, 2013. The findings were approved at a special meeting held October 29, 2013.]

Highlights taken from the Council Minutes of 2006:
I've found only three substantive references to to Council action on specific master plans during 2006; two for Section 16, one for Campbell Ranch, and none for Hillcrest. However, the minutes for that year show that a lot was happening in the Town.

Council actions on master plans in 2003 and 2005:
My inspection of Council minutes yielded no actions pertaining directly to land use issues on Section 16 during 2003. However, I've added two items to the Hillcrest MP page; a link to the Council minutes for November 5, 2003 and and those of December 17, 2003. I added a link to the December 17, 2003 minutes to the Campbell Ranch MP page as well. The discussion of OMA issues pertaining to Hillcrest led to discussion of similar issues in the Council minutes from December 3, 2001 regarding the annexation of Campbell Ranch.
In addition, links to Council actions through 2005 for the Campbell Ranch and Section 16 Master Plans have been added. I found no references to the Hillcrest Master Plan in Council minutes for 2005.

The Section 16 Master Plan page has been updated with dates and links to relevant Council meetings which took place in 2002. A link to the complete minutes for the March 20, 2002 Council meeting was added to the Hillcrest Master Plan page. Council minutes for 2002 show no significant actions taken by the Town with regard to the Campbell Ranch Master Plan.

Draft zoning regulations from 1999:
I've uploaded an unofficial copy of what appears to be a draft zoning ordinance from the town's early days. It should be read for reference purposes only as it was provided to the P&Z Commission by a citizen during a meeting. There is no official ordinance number assigned to this document, and there are no signatures or seals affixed to the final page.

I've provided these as background information for anyone who wishes to track changes made to the current ordinance. They are filed along with other ordinances which have been superseded or modified since the latest web posting by the town.
A new zoning ordinance superseding the 1999 zoning regulations was approved in 2003 and is called 2003-14 in official records. It was amended in 2008, 2009, 2011, and 2012. There is as yet no version posted by the town reflecting changes to the R-3 category and definitions as approved by the council on May 16, 2012.

when land was annexed and under what terms, a good place to begin your
search might be with two lists of resolutions heard by the Commission on
March 25 and May 13, 2000.
Unfortunately, there are no property descriptions included in the minutes, but the resolution number should help you narrow the field when you ask to inspect or copy documents. The annexation/zoning resolutions listed in Commission minutes for 2000 include:
It is important to understand that the town does not automatically assume responsibility for maintenance of roads upon annexation. Information on when a road was accepted or declined for maintenance entails a search of minutes for separate agenda items regarding applications for town maintenance. The P&Z Commission typically hears such requests and makes recommendations based on information provided by the applicant as well as staff recommendations about the impact on town resources. The council makes the final determination on whether or not the town will take over maintenance of roads.

Recap of P&Z action and discussion items for July 2, 2013:
5) Findings of Fact for lot line vacation/replat, requesting lot line vacation creating 2 lots from 3, for property located at, Lands of Stockton & Tracts D-1 & D-3-A-R, Lands of Deets, # 3 Sunova Circle & 34 Morpor Road, Edgewood, NM. 11. 7 acres, Zoned R-1 & R-2 respectively. Findings were approved contingent on Staff making changes to content and format as specified by the Commission.
6) Findings of Fact and Conclusions of Law for Subdivision Application Kevin & Krista Cashatt, Lot 6 Lands of Padilla, Section 21, 245 Entranosa Road 34.7 Acres into 2 lots. Findings reflecting the changes requested by the Commission at the June 25 meeting were approved.
7) Continuation of Public Hearing for annexation, requesting R-1 Residential Zoning, for property located at, Tract 13 & 14 division of Lands of Raymond Moomey, SW ¼ of Section 27, T 11 N, R 7 E, NMPM, Santa Fe County, NM 10 acres, Zoned R-1 located West of 344 and North of Kings Highway. The Commission recommended the annexation of the property with the zone category of R-1 and the notation that the property is on the east side of SH 344.
8) Public Hearing request for annexation, requesting C-1 Commercial ZONING, for property located 1.5 Miles East of State Road 344 on North side of Old Highway 66 4 acres. Section 35 T10N R07E Tabled pending resolution of questions about ownership of the property.
9) Public Hearing requesting a conditional use for C-1 Commercial property located at 1 Riverview Rd. Edgewood NM, T10N R7E Sec 36 South of Highway 66 and West of Bassett Blvd. Continued in order to allow time for posting notice at the site.
Discussion items focused on the unique procedural difficulties surrounding the Cashatt application, the contents and format to be used in Findings of Fact documents, and the need for covering the relevant points at all stages of the development review process.
