Council Packet for May 21, 2014

The packet for tonight's meeting is now available through the ToE website as a single PDF document, and a copy is available on Drive.
  • There is no documentation regarding agenda items 3.E. (PTO sign lease--Mayor Hill) or 4.A (Voter ID ordinance-Chuck Ring).
  • There is a draft letter of agreement between VeTech LLC (Denis B. Doherty, Chairman) and ToE for establishing a Vocational Technical training complex. The purpose of the program is to assist veterans in transitioning to civilian employment. (See p. 17 of the packet.)*
  • The Library report can be found on pp. 8-16,
  • the Edgewood Police Department report begins on p.18.
  • The town's bills are itemized on pp. 32-41.
  • Details of the Gross Receipts Tax revenues from May 2012-May 2014 appear on p. 42 of the council packet.
  • GRT totals May 2012 $251,543.15
  • GRT totals May 2013 $283,556.50
  • GRT totals May 2014 $261,734.00
* I was surprised to see that the draft letter's title does not mention Mesalands, nor does it have a place for a Mesalands CC rep to sign. This agenda item was advertised first as an MoU and later as a LoA between ToE and Mesalands, but the body of the letter states that the point of contact with Mesalands is VeTech.

More about the upcoming council meeting (Cross post from Moriarty-Edgewood Students First)

The final agenda for this week's town council meeting is now available through the town's website. I will also add a copy to the folders on Drive which I maintain for the Information Portal, and will add links to the council packets when they are published. There are no explicit agenda items dealing with schools for this meeting; however, it is possible that one or more members of the governing body may discuss school related issues during agenda items #3 and #4 (matters from the mayor and matters from councilors).  Public Comment is agenda item #8.

There is also a discussion scheduled for agenda item #9 regarding a second attempt at an infill annexation and identification of areas to be included.  This time around, there appears to be more agreement between Edgewood and Santa Fe County about responsibility for roads in the area.  If you live in or near the areas which were included in the first attempt, you might want to follow this. Given the fact that there have been modest but steady increases in the town's income from the gross receipts tax, it is possible that the council may decide the town can add more land this time.

On future agendas:  Another matter which will be of interest primarily to those who live on the east side of Edgewood and the west side of Moriarty is a proposed change to Edgewood's zoning ordinance. In the latest draft version, Section 21 calls out a general location in which "adult themed" businesses would be allowed as permissive uses in areas zoned C-2 east of V-Hill and Williams Ranch Road.  If adopted, this permissive use would apply to lands in that area currently zoned C-2 as well as those which might be rezoned C-2 at some future date.

I want to emphasize that this is merely a proposal at this time, and the council may decide to identify other locations.  It has been established by the courts that to prohibit such businesses altogether or impose a universal requirement that they obtain a conditional use permit is unconstitutional.  However, municipalities may put certain restrictions on locations and proximity to other land uses.  Section 29 C of the proposed zoning ordinance lists applicable supplementary use standards. There is still work to be done, but I expect the call for a public hearing on adoption of the rewritten ordinances will go out either this month or next.

Council packets for 03/19/2014 including the latest financial reports:

The council packet information for 03/19/2014 was not published in time for me to post it on the day of the meeting, so I'm posting the link to the file at the ToE website.  A copy is also available on Drive in the Council Packets folder

Monday, March 10, 2014

The final council agenda for 03/12/2014 is now available:

The final agenda was posted this morning at the Town website along with the council packet information. I have placed a copy of the packet on Google Drive.

A preliminary agenda for the March 19 Regular Council Meeting is also available.  The town typically approves the financial report and payment of bills at the second regular meeting of the month after the state releases Gross Receipts Tax information.  For those who have asked where to find the financial reports, I would suggest looking in the Council Packet folders on Google Drive.  I regret the fact that I have not taken the time to separate financial reports from the rest of the council packets, nor have I collected an extensive number of old reports. Packet information for council meetings is typically supplied in the form of a single PDF and made available to the public on the Monday before a Wednesday council meeting.

Council agenda and packet information for 02/05/2014 are now available. (Edited to correct link to ToE website)

The final agenda for Wednesday's council meeting has been published as part of the council packets.  The nine documents provided by the Town Clerk for the council packets are available on Drive.  The only item which has not been included is the Police Department report for January, 2014.

The preliminary agenda may also be viewed and downloaded from the Town of Edgewood website. It does not appear that the packet information and final agenda have been posted there yet.
