P&Z YTD agenda summary uploaded:

I've uploaded a detailed summary of Edgewood P&Z activities for January-April, 2014.  

So far this year, the Commission has seen two public hearings on its agendas: 
  • One minor subdivision request which was tabled at the meeting by request of the applicant;
  • One Conditional Use Permit which was unanimously approved. 
Discussion items:
  • Review of proposed changes to the zoning and subdivision ordinances;
  • Section 16 Master Plan update.

P&Z meeting wrap-up for 12/17/2013

The beginning of the meeting was delayed because neither Mayor Hill nor newly appointed Commissioner Krista Cashatt were present.  When it was determined that the Mayor would not attend due to a schedule conflict but that Ms. Cashatt would arrive shortly, the Commission decided to delay the start of the meeting.

P&Z Wrap-up for 10/29/2013

The Edgewood planning commission met for approximately two hours on Tuesday night.  After approval of the agenda and the minutes of 10/15/2013, the commission took public comment.

I asked questions about how the staff decides whether or not a subdivision application meets the criterion of "no significant infrastructure" for minor subdivisions.  I also asked about the documentation which had been submitted in support of requests for waivers of subdivision requirements on October 15.

Former Commission Chair, John Bassett, handed out descriptions of "paper mark-up" subdivision approvals.  He also discussed the implications for the community of approving paper mark-ups, and procedures which can be used to avoid situations likely to result in an approved subdivision which is drawn on paper or on which work commences but is never built out.

The next item of business was the ratification of the findings of fact for the Commission's approval of a two-lot subdivision at 245 Entranosa Road. Some of the questions asked prior to ratifying the document centered on whether the commission could be said to be approving, accepting or adopting findings.  There was also a discussion about whether to date the findings from the public hearing or when findings are ratified. 

The remainder of the meeting was devoted to a work session on the new minor subdivision provision in the ordinance.  The discussion covered a number of topics with the commissioners identifying several items of interest:
  • There exists a need for clarification of terminology within the subdivision ordinance;
  • The staff was asked to ensure that applicants provide sufficient documentation in support of land use applications prior to accepting fees; 
  • The staff was asked to ensure that full documentation has been received prior to placing applications on the Commission agenda; 
  • There was discussion of various procedures which might be used in the planning office to facilitate review and processing of applications within the 60 day time limit established for minor subdivisions.

P&Z Wrap-up for 10/15/2013

A full year after the application was submitted to the town planning department, the Commission approved a two-lot subdivision at 245 Entranosa Road on October 15, 2013.  The subdivision was originally called out for a public hearing at the P&Z meeting of October 22, 2012 and was approved with conditions on January 23, 2013 after a procedural delay on November 13, 2012, the failure of the applicants' agent to attend the December 10, 2012 public hearing, and cancellation due to weather of the meeting scheduled for January 14, 2013.

Recap of P&Z action and discussion items for July 2, 2013:

5) Findings of Fact for lot line vacation/replat, requesting lot line vacation creating 2 lots from 3, for property located at, Lands of Stockton & Tracts D-1 & D-3-A-R, Lands of Deets, # 3 Sunova Circle & 34 Morpor Road, Edgewood, NM. 11. 7 acres, Zoned R-1 & R-2 respectively. Findings were approved contingent on Staff making changes to content and format as specified by the Commission. 
6) Findings of Fact and Conclusions of Law for Subdivision Application Kevin & Krista Cashatt, Lot 6 Lands of Padilla, Section 21, 245 Entranosa Road 34.7 Acres into 2 lots. Findings reflecting the changes requested by the Commission at the June 25 meeting were approved. 
7) Continuation of Public Hearing for annexation, requesting R-1 Residential Zoning, for property located at, Tract 13 & 14 division of Lands of Raymond Moomey, SW ¼ of Section 27, T 11 N, R 7 E, NMPM, Santa Fe County, NM 10 acres, Zoned R-1 located West of 344 and North of Kings Highway. The Commission recommended the annexation of the property with the zone category of R-1 and the notation that the property is on the east side of SH 344.
8) Public Hearing request for annexation, requesting C-1 Commercial ZONING, for property located 1.5 Miles East of State Road 344 on North side of Old Highway 66 4 acres. Section 35 T10N R07E Tabled pending resolution of questions about ownership of the property. 
9) Public Hearing requesting a conditional use for C-1 Commercial property located at 1 Riverview Rd. Edgewood NM, T10N R7E Sec 36 South of Highway 66 and West of Bassett Blvd.  Continued in order to allow time for posting notice at the site. 

Discussion items focused on the unique procedural difficulties surrounding the Cashatt application, the contents and format to be used in Findings of Fact documents, and the need for covering the relevant points at all stages of the development review process.
