42 Days and Counting…

 …Because the pendulum of Edgewood’s government swings back and forth, back and forth, back and forth on a regular basis, and town policies trail along in the wake of its movement. 

  • In the years after incorporation Edgewood’s Town Administrator/Planning & Zoning Director/IT manager, Karen Mahalick, worked first as a volunteer and later as an employee with several different mayors each of whom had different views of how to interact with Santa Fe County. 
  • Despite the changes in town government which came along following each election, she worked with the County on several projects including the building of the fire station on Section 16. 
  • By the time of the October 25, 2013 opening ceremony for the Edgewood Fire Station, Ms. Mahalick had been gone from town government for over a year, but her arrival was greeted with cheers and applause. 
  • The facility was new and bright; optimism for Edgewood’s future was in the air. 
  • The current state of the relationship between Town and County is troubled due in part to intransigence on the part of a few Edgewood residents who have leveraged themselves into positions of power but have no clue how government works in the real world.  
Hat tip to a blog reader’s observation on the current unkempt appearance of the fire station which jogged my memory.

Edgewood's Comp Plan is now available at the ToE website:

A link to the current version (2008) of the Town of Edgewood Comprehensive Land Use Plan has recently been posted at the town's official website. You may read or download the document there, and a copy is also available on Drive.  A current plan is required in order for the town to be eligible for certain grants. Ideally, updates are scheduled for completion approximately every five years.

State laws governing municipalities provide the guidelines for adoption of land use plans which are referred to in the statutes as "master plans*." These documents are sometimes referred to as land use plans, comprehensive plans, or comp plans. The applicable statutes [NMSA 3-19-(9-12)] may be read at the public access site maintained by the New Mexico Compilation Commission.  However, readers should be aware that the public access site, which is provided free of charge, does not include the annotations which often contain vital information about relevant case law. 

* The term "master plan" as used in NMSA 3-19-(9-12) refers to a land use plan for the entire community.  It should not be confused with the process by which a parcel of land within a municipality may be given a zone category called Master Plan as described in Section 24 of the town's Zoning Ordinance 2014-02.

The Council meeting audio from December 17 is available as well.  Both links can be found in the Agenda Center which contains links to agendas, packets, and meeting audio files.  I will continue to retain copies of meeting audios offline.

Draft budget for FY 2015

While searching for old P&Z minutes I stumbled across the draft budget for the current fiscal year in an addendum to the council packet file from July 16, 2014.  The budget information begins on p. 6 of the document.  Copies of many council packets are also available on Drive.  The draft minutes from July 16, 2014 as included in the council packet for the August 6, 2014 meeting state that there was no public comment offered and reflect no discussion, so it appears that the budget resolution was adopted as presented.

The attempt to record Tuesday's P&Z meeting was not successful; I will post a link to the minutes when they are made available.  The town clerk is out of the office until next week which means that Wednesday's Council meeting audio is not yet available.  I will post a link if/when it's provided.

Campbell Ranch Master Plan page has been updated:

[Edited on 09/19/2015  For those seeking more information on the development Santa Fe Ranch and Farms, which is part of a larger tract known as Campbell Ranch, please see this post: Campbell Ranch Update which was added on September 17, 2015. Most of the information about Campbell Ranch on the Portal concerns those tracts of land in Santa Fe, Bernalillo, and Sandoval Counties which were annexed by Edgewood on December 3, 2001. I believe Santa Fe Ranch and Farms is located in Santa Fe County just to the north of Edgewood's boundary.]

New documents added to the Schools folder

I've added two documents to the Schools folder on Drive; one is a condensed version of the documentation provided by the Moriarty-Edgewood School District to the Public Education Department in support of the re-organization plan and the other is a public statement from MESD concerning the lawsuit filed on Tuesday, March 18, 2014.

I've had requests to provide an update of information posted in the sidebars of the Portal because only daily posts are included with e-mail notifications or sharing via social media.  A summary of the current layout follows the page break.  I have also added a new page which describes the blog and its contents.

March 4, 2014 municipal election information for Edgewood

The town has published election information on its website for the March 4, 2014 municipal election.  This year's election includes two general obligation bond questions. The amended brochure describing the two bond questions is available at the town website. Copies of the information are also available on Drive in a new folder created for the 2014 Municipal Election.

Current Town Ordinances

I've updated the folder on Drive which contains current town ordinances.  The Open Space and Trails and the Ethics ordinances are not yet available, but I hope to add them soon.  You may also view and download the documents at the official town website's Ordinances & Resolutions page. 

The 2013 Council Minutes archive has been updated

The folder on Drive containing Council Minutes for 2013 has been updated, and now contains draft minutes for most of the meetings for last year with the possible exception of one or two budget workshops.

This document gives general instructions for downloading the files to listen on your computer.  Several people tell me they have used the instructions successfully. If you have a Google account, are signed in, and have installed one of Google's audio player apps, you may also listen that way. If neither of those things work, please contact me via the e-mail address listed on the profile page.

Planning Commission Archives Update

I have begun work on a Commission Agenda Summary for 2008 and in the process noticed that several sets of minutes were missing from the 2008 Commission Minutes folder on Drive.  The following information was uploaded today:
  • May 19, 2008 minutes
  • June 2, 2008 (agenda)
  • June 16, 2008 minutes
  • July 7, 2008 minutes
  • September 15, 2008 minutes
Only partial minutes for the following meetings are available at this time:
  • April 21, 2008
  • May 5, 2008
Commission minutes still missing:
  • June 2, 2008 [ETA: These minutes are now available in draft form, but I am not sure the date on page heading is correct.]
  • July 21, 2008 [ETA: These minutes are now available in draft form.]
  • July 28, 2008 [ETA: Minutes for this meeting have not yet been found, although the August 4, 2008 minutes indicate approval of minutes for a meeting which took place on that date.]
I will upload missing information as soon as it's available and will publish the 2008 Commission Agenda Summary when it's completed.  I also hope to publish quarterly summaries of Commission work during calendar year 2014.

The town clerk forwarded some of the documents I'd been waiting for this afternoon.  Since the information has not been added to the town website, I'm posting links to my folders on Google Drive. Information for the December 18 Council meeting is being prepared at this time and should be ready by tomorrow.  The GRT report from the state is not expected until Monday.
