Upcoming town meetings

There will be a joint meeting of the Edgewood Governing Body and the Planning & Zoning Commission on October 17, 2016. The only substantive item on the agenda is a training session on parliamentary procedure.

A preliminary agenda for the Edgewood Town Council meeting scheduled for October 19 has been published as well.

Please visit the Agendas & Minutes Center at the town's website to obtain the final October 19 agenda and meeting packet which should be available by October 14th or 15th.

GO Bond question on the ballot in November

Voters in Santa Fe County will see several GO Bond questions on the ballot for the 2016 General Election in November. One of the questions involves proposed funding for two medical clinics, one of which would be located in Edgewood. Area residents will have two opportunities to attend informational meetings. The first Edgewood meeting will be held on Friday October 14, 2016 at 6:00 p.m. and the second on Saturday October 22, 2016 at 10:00 a.m. Both meetings will be held in the Edgewood Community Center located at 27 East Frontage Road. (East of Dairy Queen at the intersection of Cactus Road and the Frontage Road.)

Agenda and packet for the September 7, 2016 town council meeting:

The information about tonight's meeting is available at the town website's Agenda Center which contains links to the most recent agendas, minutes, and meeting audio files (when available). The Agenda Center contains information about several different groups listed in alphabetical order with the most recent meetings appearing at the top of each list.

Tonight's council agenda features an appeal of a minor subdivision which was approved with conditions by the Planning & Zoning Commission on July 5, 2016. The appellant seeks to have the subdivision granted sans conditions.

This subdivision application is the latest in a long line of examples showing why the Town of Edgewood's perennial desire to approve subdivisions without mandating installation of basic infrastructure always degenerates into confusion, ill feelings, and eventually increased demands on the road budget.  That was true of the 1999 Subdivision Ordinance, and it remains true of the 2013 and 2014 attempts at "streamlining" the process. At the July hearing, the neighbors were present to testify to the inadequacy of the road serving the subdivision and to inquire about the possibility of having the town assume the cost of upgrading and then taking over road maintenance.

[From 2005-2013 the town used an abbreviated process for uncomplicated subdivisions based on the provisions of New Mexico State Statutes which govern a municipality's handling of subdivisions. That summary procedure combined the preliminary and final plat hearings into a single hearing with the end product for the applicant being a "final plat." The current subdivision ordinance also features a single hearing but yields only "a plat."]

Muncipal Boundary Commission hearing April 22, 2016

The audio of the meeting is available at the Town of Edgewood website's Agenda Center. The hearing was conducted by the Municipal Boundary Commission, and town officials gave testimony during the hearing. The Commission's decision to approve Edgewood's request for an infill annexation has been appealed.

Fireworks and drought conditions

The Town of Edgewood has approved Resolution 2016-08 which affects the sale and use of fireworks within the town boundaries.

The Town of Edgewood has a resolution proclaiming extreme or severe drought conditions within the Town of Edgewood, and has banned the sale and use of certain fireworks within the boundaries of the Town and its wild-lands.

Wastewater Ordinances combined and updated

FYI: Town of Edgewood Ordinances 2010-01 and 2010-02 pertaining to wastewater treatment have been combined and updated in Wastewater Ordinance 2015-03 Amended February 17, 2016. The new ordinance has been placed into the Current Versions of Town Ordinances folder. I have moved the two outdated ordinances to the Superseded or Modified Ordinances folder on Drive.

ToE Website changes

Due to maintenance and upgrades being performed at the Town of Edgewood's website, many links are inoperative. I will restore/replace links as needed once the process is completed. Meanwhile, the links to information stored on Google Drive and accessed through the Portal are still working.

Recent meetings information:

The April 19, 2016 P&Z meeting was cancelled due to lack of a quorum, but the agenda and packet information are available in the Agenda Center.  The date of the next meeting will be posted soon. 

The April 20, 2016 Town Council meeting packet information and the audio of the meeting are also available. 

The Town of Edgewood website is under construction!

During the past few weeks, old pages have been taken down in order to audit the content and links while new information has been added.  The time-frame for completion of the work is 3-5 months.  One of the most welcome changes is that the Agenda and Minutes Center now contains Library Advisory Board and Parks & Recreation Committee meeting information in addition to Town Council and Planning & Zoning information.  

For those who are following the budget process, I have been told to watch for the posting of budgets from years past as well as interim documents for FY 2016-17 as they become available. The new Budget page contains a timeline of this year's budget adoption process and a link to the New Mexico Department of Finance & Administration. 

In the past, there has been some confusion about how the alert system at the Town's website works. There is a general alert system for breaking news, but there are other features which allow users to select e-mail or text notifications about areas of particular interest. You can visit the Notify Me page for more information.

Audio from recent meetings

Infill Annexation hearing:

The Municipal Boundary Commission will hold a hearing on Friday, April 22, 2016 at 10:00 a.m. in the Edgewood Community Center to consider the Town's request to bring more land inside its boundaries.  A copy of the map showing proposed infill is available at the Town's website.

Material added to the Campbell Ranch page

More information has been added to the Campbell Ranch Master Plan page. It consists of links to recent news releases posted at the website of North 14 Deep Well Protest. The group continues to work with the New Mexico Environmental Law Center as Aquifer Science LLC appeals the State Engineer's November 2014 denial of its application to drill water wells on Campbell Ranch lands. The wells are sought in order to provide water to a master plan approved when a portion of the ranch's land was annexed into the Town of Edgewood in 2001.
  • August 2015: The North 14 Deep Well Protest group posts an update on the appeals process and announces a change in its legal team with the departure of Bruce Frederick and the arrival of Jonathan Block. The group continues to work with the New Mexico Environmental Law Center
  • November 2015: the North 14 Deep Well Protest group posts notice on its website giving the date of the Aquifer Sciences appeal as March 20-29, 2017.  
  • January 2016: the North 14 Deep Well Protest group posts a notice describing the anticipated appeals process as well as the criteria used by the State Engineer for evaluating water applications. 
  • February 26, 2016: the North 14 Deep Well Protest group posts a news release detailing Judge Bacon's decision "... that the appeal will encompass all 4 of the criteria that the State Engineer applies to water application...."

Hillcrest Master Plan page has been updated

The following information has been added to the timeline:
  • March 9, 2016: The Town Council tabled the public hearing (see beginning on p. 23 of the council packet) pending suggestions to obtain more information about zone district standards for the Mixed-Use Zone Category, more information about how the changes might affect other areas in the master plan, and more information about traffic impacts as well as determining for the record who is responsible for the primary access road to Unit 2. [A link to the draft minutes for the March 9 meeting will be added when that document is published.]

A preliminary agenda for the March 9, 2016 Town Council meeting is now available at the town website. Since it does not include an agenda item for the organizational meeting as required by state statute following municipal elections, I suggest you check back tomorrow or Saturday morning for publication of the final agenda and council packet information. 

Official Town of Edgewood Election Results

The post-election swearing in ceremony will be held on Monday, March 7, 2016 at the Edgewood Community Center # 27 East Frontage Road.

New information on the page for the Hillcrest Master Plan

The Hillcrest Master Plan page has been updated with the following information:

February 2, 2016: Edgewood's P&Z recommends an amendment to the master plan to allow for the construction of approximately 140 dwelling units consisting of a mix of apartments and townhouses in Unit 2 using the standards found in the M-U zone category. The commissioners did not include in their recommendation any mention of safety issues or traffic impacts on the intersection of Venus Road and NM 344.
